RENOVATION PROGRAMS AS A MIRROR OF PROPERTY RELATIONS

Abstract: The article is devoted to a comparative analysis of the largest renovation projects of urban areas in Russia (renovation of Sochi in preparation for the 2014 Olympics, a "spot" renovation in Moscow in 1995-2017, a renovation program for built-up areas in Sankt-Petersburg, a modern renovation program for built-up areas Territories in Moscow) from the point of view of reflecting in them the problems of distribution of property rights to urban real estate objects. It is shown that the reason for the emergence of conflicts in the sphere of property relations arising in the course of implementing the renovation projects of urban areas is the lack of a clear definition of the powers that various entities have over urban real estate.
