Abstract: One of the clearly outlined problems that urban planning has faced over the last two decades is the significant imbalance between available and necessary parking spaces in major cities and a significant difficulty to urban mobility. Allocation of existing parking spaces and creating new ones are associated with large and time - consuming changes in approaches to their construction and operation by the municipalities, business and citizens. The focus of the present research is aimed at the possibilities for improving the parking management and the optimal use of urban areas to provide cost effective and social fair use of parking spaces.
