SOCIAL ENTREPRENEURSHIP AND SOCIAL HOUSING POLICY IN THE CONTEXT OF LOCAL AUTHORITIES: INTERSECTION POINTS

Silviya Georgieva

Abstract: Social entrepreneurship has developed remarkably in recent decades. The contribution of this type of entrepreneurship to the solution of some serious social challenges makes it an object of interest from governments and researchers. Among the vulnerable groups that are supported through social enterprises are also those who, for various reasons, have fallen into a difficult situation and are at risk of poverty. A significant problem among these groups is access to housing. From this perspective, housing policy at the national and local level, as well as the creation of partnerships with businesses, is a key to providing affordable housing for vulnerable groups. Due to these circumstances, the purpose of the publication is to examine and analyse the role of social entrepreneurship in the context of the challenges of providing housing for certain social groups. An analysis is made of the applied policies in this area and the possible partnerships between businesses, social entrepreneurs and authorities at the national and regional level. Based on the literature review, strategic documents and good practices, conclusions and recommendations to stakeholders were drawn.

Key words: social entrepreneurship; housing policy; construction; local authorities; support; vulnerable groups.
